Thomas Kozlowski brings extensive experience as a leader in a variety of not-for-profit and investor-owned health care delivery organizations to his role as a consultant for Joint Commission Resources, Inc. (JCR). Before joining JCR, Dr. Kozlowski was chief executive officer (CEO) of a 13-site state operation for a private ambulatory health care agency. He also has experience with international health issues and has worked with Joint Commission International since 2001.

 

Dr. Kozlowski has served as an administrator in freestanding hospitals, inpatient and outpatient mental health and chemical dependency programs, residential programs, and foster care organizations, a corporate director of quality improvement and research for a multi-state health maintenance organization, as well as interim director of accreditation/regulation and quality for an academic-teaching acute care hospital. In addition, he has led many health care organizations through successful mergers and acquisitions.

 

Dr. Kozlowski’s consulting expertise in hospital, ambulatory care, behavioral health care, and long term care settings includes operational assessment; patient safety assessment; environment of care; executive leadership and governing bodies; performance improvement; implementation strategies for rapid response teams; electronic health record assessment; and incorporating tracer methodology and the periodic performance review as management tools.

 

Dr. Kozlowski has consulted in many countries and regions of the world including Chile, China, Czech Republic, Denmark, Indonesia, India, Qatar, Portugal, Saudi Arabia, Singapore, Taiwan, Thailand, Turkey, Malaysia and Mexico.

 

Dr. Kozlowski worked at The Joint Commission on Accreditation of Healthcare Organizations for more than 13 years. His last position was as the associate director of operations for the accreditation division. In this capacity, he was responsible for review of corrective action plans; facilitating complex organization survey scheduling and coordination; training on the intents and application of most challenging standards; and supervision of surveyors. Prior to that, he served as associate director for the department of standards with the responsibilities of writer and technical advisor for hospital accreditation manuals and instructional guides, speaker at conferences and workshops, and standards interpretation for field questions and issues. Dr. Kozlowski held adjunct faculty appointments at National-Louis University and Robert Morris College.

 

Dr. Kozlowski received his bachelor’s of arts in psychology from St. Mary’s University, Winona, Minnesota; MSW, administration/policy/organization from the University of Illinois at Chicago, Chicago, Illinois; and his doctorate in healthcare administration/management from Walden University, Minneapolis, Minnesota. He is also a Joint Commission-certified Yellow Belt.
