Julia Napper, MBA, BSN, RN, CJCP, CPHQ

Director, Continuous Service Readiness


As the Director for the Continuous Service Readiness Program, Julia Napper leads a team of 20 consultants for Joint Commission Resources.  In addition to the management of the CSR consultants, Ms. Napper is also responsible for collaborating with a number of constituent groups to ensure the CSR product line continues to provide expert assistance to organizations across the healthcare continuum.  

As a CSR Consultant, Ms. Napper brought educational and technical assistance to health care organizations in the areas of accreditation and regulatory affairs, quality systems implementation, and the achievement of goals through organizational excellence. Ms. Napper utilizes lean practices and change management principles to assist organizations to improve patient safety and quality at acute care hospitals, rehabilitation hospitals, ambulatory facilities, and post-acute rehab units.  Additionally, Ms. Napper has extensive experience in program design and implementation in acute care hospitals. She has led the development and implementation of successful case management, quality improvement, and continuous survey readiness programs. She has also overseen successful turnaround programs in health information management and admission authorization departments.  Ms. Napper has been instrumental in organization wide efforts to create and sustain a culture of patient safety and quality care. She has a strong commitment to the development of programs that are meaningful to front-line staff in the daily delivery of patient care.

Prior to JCR, Ms. Napper held leadership positions in quality, patient safety and regulatory readiness for more than 25 years.  She has worked in organizations of all sizes from small community hospitals to major academic medical centers providing a broad range of experience and understanding of how to effect change in all types of health care settings.

A lifelong learner, Ms. Napper received her associate's degree in nursing from Angelina College, Lufkin, Texas; a Bachelor of Science in Nursing from Stephen F. Austin State University, Nacogdoches, Texas; and a Master of Business Administration from Texas Woman's University, Denton, Texas. She completed a Quality and Safety Fellowship with the National Association of Public Hospitals, as well as the Health Care Improvement Delivery course at Intermountain Healthcare, Salt Lake City, Utah. In 2007, Ms. Napper was named a Top 25 Innovator in Health Care by Health Imaging and IT Magazine.  She is a Certified Professional in Healthcare Quality, as well as a Certified Joint Commission Professional.

Active in her community, Ms. Napper is an officer of the Woman’s Civic Club, an organization that has been supporting the community for over 100 years.
